I noticed that eosriobrazil's proposal to upgrade target_block_cpu_usage_pct from 10% to 20% has been implemented on EOS mainnet.

My understanding is that this parameter sets a threshold after which CPU is no longer allocated on a fractional reserve basis (congestion handling.)

What's the reasoning behind keeping it lower than 100% and why was 10% decided on? Shouldn't the network work well with 100% considering this would be the actual load if those entitled to those resources were to perform transactions? Is the threshold there just to provide higher guarantees of non-fractional allocation if required?
