I was sending the transaction using the command like:

cleos -u "https://eosapi.blockmatrix.network:443" transfer {account_from} {account_to} "{amount} EOS" "{memo}"

and got the problem with one transaction recently: the response was like always:

'executed transaction: e1401c12671b94f9ab887b5d8203b70abcf744b06693db35a00d7f993e215fb7 136 bytes 163 us\nwarn 2019-10-28T07:48:02.917 thread-0 main.cpp:492
print_result ] \rwarning: transaction executed locally, but may not be confirmed by the network yet\n'

But the transaction is not appearing in blockchain explorers. I've waited for 1 day, it still is not searchable. The status of the transaction is not checkable on https://eosapi.blockmatrix.network:443, they have no history plugin enabled. What can I do about it? Can I do retranfer as different transaction? Are there any options to recheck if the previous transfer was completed?

Check your account balance to see if the token was transferred. If it wasn't then you can always retry the transaction. You should be able to query any node that has history plugin active and see the last transactions on your account. Maybe try broadcasting to a different node if you are encountering issues with the one you tried above. – netuoso - EOS Titan Oct 31 '19 at 13:45
