Error: Number is out of range

Question

I am trying to create and account from another account, both on JungleNet. I am using junglenet rpc. Here is my code:

Where am I going wrong with my code?

Your stake_net_quantity number is error. You have to use 4 precision.

eosio.system config the decimal point.
